CIA's Men are hired guns on a mission to escort Dr. Pavel to the United States during Operation 98H1.

From the "arrowhead and knife" badge on their shoulders, they can be identified as Delta Force operators, perhaps enlisted by the CIA's Special Activities Division as they are in the company of CIA.

All members were killed (or their bodies left behind) during the operation.
