Captain Mark Jones was a special ops captain who apparently snuck into Gotham City to help fight against Bane. He is often linked to the mysterious Bureau as well as the Agency contractor, Itten.
His men are eventually killed by Bane's men, leaving him left to be killed by Bane himself. Their bodies were then hung from the last standing bridge for the world to see.
