DWP Guy is the man responsible for knowing what's in Gotham's sewers.
Foley asks for him to help search for Commissioner Gordon in the sewer, a request preceding "getting the hothead out of there". He later reveals to Blake that there are people living in the sewer tunnels, and that the DWP regularly finds dead bodies.
DWP Guy works best when not in presence of heated craniums.
