The Flight Plan was filed with the Agency, perhaps by CIA or Ijuss. It lists Smee, Maimen and Dr. Pavelheer, among others.
The Flight Plan stands in direct dichotomy with Bane's Master Plan. The two can be seen as the two sides of Yin and Yang.
Theories
