Operation 98H1 (a.k.a. Operation Early Bird) was the Agency operation carried out on January 19, 2013(disputed) or in January or February 2016. The unfurling of events during the operation is detailed in the Plane Scene.
Theories
- Some fans believe that the mission was planned in order to both ensure the success of the Master Plan as well as Dr. Leonid Pavel's arrival in the United States. The theory states that the operation was unwittingly carried out by CIA, whose sole purpose was to transit Pavel straight into the hands of Bane and his men, as well as calling Itten.
- The piles of fire seen in the background while CIA performs his iconic pose are often pointed out to be symbolic of the proverbial fire that was soon to be raised.
