Peter Foley was the Deputy Police Commissioner in the Gotham City Police Department during the Gotham Incident. After Comm. Gordon was hospitalized, Foley led the police in his stead. He attempted to become the person to finally take down the Batman and later was a resistance leader during Bane's siege of the city.
Although Foley was not a corrupt cop (which is more than you can say for most cops), he proved to be somewhat arrogant and foolish. He is notable for being the first man to eject a man of excessive cranial temperature from the premises, in this case being whippersnapper John Blake.
Behind the scenes
He is portrayed by Matthew Modine, who is well known for playing Private/Sergeant James T. "Joker" Davis in the 1987 Vietnam War film Full Metal Jacket.
