Tbilisi is the capital of Georgia and the location of the Georgian US Embassy.
Some time after Dr. Pavel's disappearance, an "unidentified Georgian..." contacted the embassy (claiming to be an associate of his) in order to grant Pavel asylum in America. Any attempt by the Agency to establish direct contact with Pavel was unsuccessful.
Theories
- One theory is that the "unidentified Georgian" was actually Masketta Man as his apparent powers of persuasion would be useful in this particular situation.
